Before comparing party promises, check who actually controls the policy. Many campaign themes mix state, federal and local powers. This guide is educational — not legal advice — and is written to help voters hold the right level of government to account.

How to read this. Each issue carries a jurisdiction badge. The matrix fill count shows how many of the five comparison parties have a sourced position so far. Policy cells show only positions with an individually sourced public record (manifesto, press release, Hansard, or Parliamentary Budget Office costing). An empty cell means no sourced position is in the ledger yet — not that a party has no view, and not an editorial judgement of importance.

Cost of Living

Jurisdiction: Shared Fed/State Matrix 5/5

Household expenses such as energy bills, rents, transport fares, food prices and state taxes and charges.

Cost of living is not one portfolio. The Commonwealth sets income tax, most welfare payments and monetary policy; Victoria sets state taxes and charges, energy regulation within the National Electricity Market framework, public transport fares, stamp duty and many service fees.

Electricity and gas supply, prices, generation mix, networks and consumer protections in Victoria.

Energy is a shared field. Victoria participates in the National Electricity Market and can set state energy policy, consumer protections and some generation and storage decisions; the Commonwealth influences national market rules, emissions targets and major funding programs.

Public schools, curriculum within state systems, TAFE and early childhood services run or regulated by Victoria.

Schooling is primarily a state responsibility in Australia. The Commonwealth provides major funding to schools and runs national curriculum and higher education frameworks; day-to-day public school systems and TAFE are state-led.

Who may enter and stay in Australia, permanent migration settings and citizenship — largely Commonwealth powers.

Immigration, visas and citizenship are Commonwealth powers under the Australian Constitution. Victorian governments can advocate, run settlement services, and set some skilled-migration nomination programs, but they do not control national migration levels or border policy.

Criminal law, police and prisons for ordinary offences are primarily state responsibilities. The Commonwealth runs federal courts and agencies for federal offences (for example some national security and drug trafficking matters).

Victoria’s Independent Broad-based Anti-corruption Commission (IBAC), electoral donation rules for state elections, and most public-sector integrity settings are state law. Commonwealth integrity bodies cover federal public officials and federal elections.
